Overview
At present there is no law setting numerical limits for working fluids contained in Mobile Air Conditioners (MAC). However, three major areas of legislation call upon Japanese carmakers and suppliers of MAC to introduce environmentally friendly refrigerants and components:
- Laws against Global Warming: The Kyoto Protocol Target Achievement Plan aims at a reduction of emissions from greenhouse gases, such as hydrofluorocarbons, for the period 2008-2012.
To reduce the spread of fluorocarbons, the Japanese Ministry of Environment promotes the development of substitute fluids and technologies. A "Green Taxation System" supports the use of energy-efficient and low-emission vehicles.
- Legislation for the recovery and disposal of greenhouse gases: The End-of-Life Vehicle Recycling Law including the Fluorocarbons Recovery and Destruction Law lays down obligations for the treatment of fluorocarbons contained in MAC.
- Voluntary action plans for the industry: The government calls for own initiatives of the Japanese industry to counter global warming by introducing innovative technologies. The Japan Automobile Manufacturers Association (JAMA) has established voluntary agreements with the European Union.
