| Background |
Japan's Top Runner standards set mandatory energy efficiency targets for manufacturers of machinery and equipment. In addition, it defines the labelling and efficiency testing methods 21 product groups in the residential, commercial and transport sector.
The Top Runner standards are specified in the “Law concerning the Rational Use of Energy” (Energy Conservation Law) from 1979. After Japan signed the Kyoto Protocol to reduce total greenhouse gas emissions by 6% from 1990 level by 2012, tougher standards for machinery and equipment were necessary. Since 2003, new Top Runner standards have been established.

| Impact on Commercial Refrigeration |
Vending machines for cold canned or bottled beverages are covered by the Top Runner scheme. Countertop types and those for alcoholic drinks other than beer are, however, excluded from this definition.
The energy consumption efficiency is defined as the annual energy consumption (kWh/year) measured as specified by the Japanese Standard B8561.

| Targets |
The Top Runner programme is based on a maximum standard value system: in a product group the most energy-efficient product on the market (the “Top Runner”) sets the target value which has to be reached within a certain time frame by all other products.
To enable the achievement of the values by the target fiscal year the dynamic Top Runner scheme considers potential technological improvements.
