Introduction
In China, the National People’s Congress has the authority to enact and amend any state law. Legislation setting environmental and technical standards for the automobile sector is subordinated to the State Environmental Protection Administration (SEPA). This authority implements research programmes, certification schemes and laws concerning major emission sources. |

Overview
At present there is no national law to rule Mobile Air Conditioning systems (MAC) or refrigerants. China’s environmental policy is limited to the basic commitment to reduce vehicle emissions.
Major legislative sources that could serve as a basis for future regulation of MAC:

The Law on the Prevention and Control of Atmospheric Pollution Prevention is the major legal basis for a reduction of vehicle emissions. Since 2000, Article 32-35 have defined the ban of vehicles with an excess of atmospheric pollutants.
- The Technical Strategy of Pollution Control for Motor Vehicles from 1999 sought to meet European emission standards EURO II for cars by 2004 * and international standards by 2010. By launching new limits and measurement methods for vehicle emission, China seeks to reduce pollutants from cars by 30% compared to current levels.
- A tax scheme to promote low-emission vehicles is planned.

* EURO II was the emission standard for cars introduced in the European Union in 1995. It limits car emissions to 4.0 g/kWh CO, 1.1 g/kWh HC, 7.0 g/kWh NOx, and 0.15 g/kWh particles.
