 Background

On 19 October, 2006, the government proposed Canada's Clean Air Act as the country's first integrated approach to tackle greenhouse gas emissions. If approved, it will amend the Canadian Environmental Protection Act, the Energy Efficiency Act and the Motor Vehicle Fuel Consumption Standards Act.

Under the Kyoto Protocol, Canada committed to reduce its greenhouse gas (GHG) emissions by 6% below 1990 levels by 2012. Given that GHG emissions are currently more than 30% above Kyoto targets, the Clean Air Act will serve as a long-term strategy to move industry from voluntary compliance to legal enforcement.

 Impact on MAC

Transport accounts for 25% of total GHG emissions in Canada. Mobile Air Conditioning working with less potent greenhouse gases will contribute to reducing this share. Moreover, the performance of MAC will be a part of future fuel efficiency standards.


 Targets

The Act's main target is to reduce national GHG emissions between 45% and 65% below 2003 levels by 2050. In the following three years, the Act will:

 Latest & Next steps

The Clean Air Act has to be approved by the Parliament. A special parliamentary committee is now revising the proposal. First results are expected by the end of March 2007.
