California mandates car emissions reporting |

Starting 2008, manufacturers will need to report emissions data for all vehicles on sale in California. The State also announced recently it aims to reduce greenhouse gas emissions by 15% below 2005 levels by 2020, in a joint initiative of eight states.

On 28 August, the California Air Resources Board (CARB) informed all manufacturers of light-, medium- and heavy-duty vehicles on the requirements and procedure to report carbon dioxide emissions from 2008 onwards. CARB does not require additional emissions tests for this purpose but makes the reporting an obligatory part of the certification application process for the first time. Failure to report GHG emissions will result in a delay of certification.
Under the new rule, manufacturers of passenger cars are required to indicate all emissions for US06 and SC03 tests, as well as the miles per gallon figures for city and highway cycles.
Western Climate Initiative sets joint emission target by 2020

CARB's requirement is the latest step in a series of measures to track and consequently reduce greenhouse gas (GHG) emissions from transport. Last week, California announced to reduce state-wide GHG emissions by 15% below 2005 levels by 2020 in a joint initiative of eight U.S. states and Canadian provinces. The so-called Western Climate Initiative (WCI), founded in February 2007, agreed on this regional minimum target to counteract the lack of federal action. Its target does not restrain states from meeting stronger standards but provides a basis for the reduction of six greenhouse gases covered by the Kyoto Protocol, including HFCs.

The WCI members, Washington, Oregon, Arizona, New Mexico, Utah, British Columbia, and Manitoba are now calling on other U.S. states, Canadian provinces, and Mexican states to join the long-term commitment that seeks to create a multi-sector market-based mechanism by August 2008. On 29 August, CARB will hold a conference to inform stakeholders about the status of the WCI project.
